Heat oven to 400 F. Finely chop 1 cup of kale. In a large bowl, combine water and herbs. Add kale and ground turkey. With your hands, mix well and shape into balls. Place meat balls on a greased rack in a shallow baking pan. Bake meatballs uncovered for 12 minutes or until the meat is no longer pink. Drain meatballs.
Reduce oven to 375F. Arrange meatballs on a greased 15-inch pizza pan. Bake for 15-20 minutes or until rolls are golden brown. Cool for 5 minutes. Fill the center of the ring with remaining 2 cups of kale. Add the tomatoes and red onion over the kale. Serve immediately with dressing on the side.
